With reference to your Despatch No. 47 of the 5th February last, I have the honour to transmit for your consideration the enclosed letter addressed by Dr. W. V. M. Koch to the Under-Secretary of State regarding the question of a house allowance.

2. I may point out that though Dr. Koch was not obliged to change his residence after he had begun to act as Medical Officer for the Gaol, he had previously gone into residence within ten minutes' journey thereof in anticipation of having to take up that post on Dr. Thomson's proceeding on leave. He might now without complaint on the part of Government change his residence to a locality at a much greater distance from the Gaol; and if he were then instructed, as would no doubt be the case, to return to the vicinity of the Gaol, it would then be necessary for the Government to provide him with the allowance.
